On 8–10 September 2026 the Economic Forum took place in Karpacz, Poland. Roman Matys, President of the International Investment Office, spoke on the panel «How should local governments plan investment?», moderated by Beata Matyjaszczyk.
The panel brought together representatives of a large city, a regional development agency, a small community and a municipal investment company. The topics were practical: strategy, EU funds, and cooperation between local government, business and civil society.
Roman spoke about how to select projects when the budget is limited and why social investment should be treated as an economic decision. He also discussed how the war has changed planning methods in Ukrainian communities, the particular challenges of mountain communities, and energy resilience.

Andriana Matys, Deputy Head and Executive Director of the International Investment Office, also attended the forum.

How a community can draw up a plan worth taking to an investor is described on the territorial development strategy page.
