Kovalska Group decided to build a fully automated plant for aerated concrete and Siltek dry building mixes in Rozvadiv, 35 km from Lviv. Investment exceeds EUR 45 million, with more than 300 new jobs. The complex will take 15 of the 140 hectares purchased, and dry-mix production starts first.
Rozvadiv was chosen for its lime-burning capacity, a high-quality sand quarry, gypsum deposits and logistics towards Western Ukraine and European markets. The owners and management decided after analysing data and business risks.
Roman Matys, then head of the investment policy department of the Lviv Regional State Administration, uses this case to explain his approach: do not look for an investor for a project invented by experts. Business decides what to develop. Authorities and communities can do two things well: take stock of their resources and promote the results.
Come to an investor with a clear view of the territory’s strengths, weaknesses, opportunities and threats, and with well-built arguments. Then the conversation will be professional. That is still how we work: Investor search for your project.
