On 2 September 2026 the International Investment Office (IIO) and Burshtyn City Council signed a memorandum of cooperation on preparing Burshtyn Industrial Park to attract residents. The document sets out each side’s responsibilities and provides for the later creation of a park management company. The park is being prepared for production that needs a lot of electrical power.
In brief
- Parties: the International Investment Office and Burshtyn City Council.
- Site: Burshtyn Industrial Park, 20.45 ha, entered in Ukraine’s Register of Industrial Parks.
- Room to grow: almost tenfold, so the park can be developed in phases.
- Main advantage: location next to the Burshtyn power hub and high-voltage transmission lines.
- Profile: high-tech, high value-added production for which energy is decisive.

Why this site
In industrial development, land is rarely the bottleneck. Energy is. Many manufacturers that could work in Ukraine do not come, because they cannot get the power they need within a reasonable time.
Burshtyn is one of the few Ukrainian towns where an industrial site sits right next to a major generation hub and the transmission grid. The Burshtyn power hub historically operated in sync with the European power system. Most locations will never have grid infrastructure at this level.
For a resident this means a short connection, access to large capacity and predictable power supply. Creating similar conditions elsewhere takes years of work and separate multi-million investments in the grid, and even then success is not guaranteed.
The second advantage is people. Decades of operating a complex industrial facility have given the town skilled technical and engineering staff. Towns of this size usually lack them, and they cannot be trained quickly.

Park profile
Priority will go to high-tech and innovative production with high added value, for which energy is the main factor in choosing a location. The specific industry profile will be set after a feasibility study of the site, based on the real parameters of the available capacity.

The role of the International Investment Office
IIO acts as the community’s expert partner: it assesses the site’s technical and infrastructure readiness, prepares the park development concept and the investment offer, and handles communication with potential residents and international institutions. Burshtyn City Council is responsible for land, permitting and organisational decisions within its powers. The memorandum provides that IIO may later become the park’s management company; the city council will decide this in the manner set by law.

What the parties said
“In industrial development you can buy land anywhere, but not energy. There are whole categories of production that cannot come to Ukraine today, not for lack of sites but for lack of power. Burshtyn is one of the few points on the map where this conversation is possible at all. Our task is to turn this advantage into a clear investment offer, with precise technical parameters, worked-out economics and a responsible counterparty at the other end of the line,” said Roman Matys, President of the International Investment Office.
“For decades Burshtyn was a one-industry town. But what was built here over those decades is now our main asset: very few towns have energy infrastructure at this level. Our task is to use this advantage for the community: new production, new budget revenue, new opportunities for people who want to stay and work at home,” said Burshtyn Mayor Vasyl Andriieshyn.

Next steps
In the coming months the parties will assess the site’s technical and infrastructure readiness, develop the park concept, consult international partners and hold first talks with potential residents. This work builds on what the Burshtyn delegation learned at Kechnec Industrial Park in Slovakia. If your company needs a site with access to large power capacity, get in touch.
